Emergency Management Services Funding Agreement

An emergency for First Nations is indicated for the PURPOSEs of the ISC (as in the definition of the Emergency Management Framework for Canada – Second Edition) such as: The forest fires in British Columbia in 2017 were the worst in history. It was preceded by severe spring flooding and culminated in the largest emergency activation in provincial history. Subsequently, several sequelae were committed by First Nations, provincial authorities and the ISC. In addition, the independent review by George Abbott and Maureen Chapman resulted in the report Addressing the New Normal: 21st Century Disaster Management in British Columbia, which contains 108 recommendations. The B.C. government is already working on 19 of the recommendations through B.C. Emergency Management and will develop an action plan by October 31, 2018, all of which will be withdrawn. Therefore, the move to trilateral emergency management agreements for emergency management is an expression of the government`s commitment to a renewed relationship with First Nations as full and equal partners. In doing so, Indigenous Services Canada is implementing its mandate.

These trilateral service agreements will include a roadmap to strengthen and help Aboriginal partners build resilience. The method used to determine the level of funding is described under these conditions under application and evaluation criteria.
