Draft Withdrawal Agreement 19 March 2018

The European Council will assess and assess the progress of the negotiations and the latest draft withdrawal agreement on Friday 23 March 2018, following a series of meetings in which Mr Barnier has attended with ministers from the 27 Member States (on whose behalf he is negotiating) the European Parliament`s steering group on Brexit and the College of the European Commission. 2. Recalls that from the date of the United Kingdom`s withdrawal from the European Union, the United Kingdom will no longer benefit from international agreements concluded by the European Union or Member States acting on their behalf or by the European Union and the Joint Member States; takes note of the fact that the United Kingdom remains bound by the obligations arising from these agreements during the transitional period; stresses that it is primarily up to the United Kingdom to seek agreements with third countries in which an agreement exists if it wishes to maintain the impact of existing agreements on the United Kingdom and that the United Kingdom will not be able to participate in the governance structures and decision-making procedures provided for by these agreements. The reception of the agreement in the House of Commons ranged from cold to hostile, and the vote was delayed by more than a month. Prime Minister May has received a motion of no confidence within her own party, but the EU has refused to accept further changes. Part 4 concerns the Commission`s proposals for a transitional period. A draft of this text was published on 7 February 2018 and the United Kingdom reacted on 21 February 2018 by bringing this text down. The commission`s two „projects“ of interim agreement were discussed in depth in a Commons briefing paper on EU negotiating guidelines. The transition is discussed in Section 5 of this paper. The European Commission yesterday sent a draft withdrawal agreement for negotiation to the British authorities. This draft builds on the initial draft presented by the Commission to the Council (Article 50) and the European Parliament`s Steering Group on Brexit on 28 February. With regard to this original text, the Commission has published a series of useful questions and answers as a guide to the withdrawal process, which is still in force today. Press reports have shown that governments have adapted the original text in a few small styles, but have maintained the overall direction of the document.
